This doesn’t mean specifically that the solid wood shutters need to be at exactly half-height: the general rule is to match your new shutters with your existing window/frame makeup. For example: on a standard Victorian Sash window, we will have the shutters finish at the top of the mid-rail (see picture). In some cases, the window maybe made-up with a three quarter rail, which still allows us to make cafe style window shutters but may mean including split tilt-rods, which means you can have a lower and upper set of louvers.
